TSA Third Party Testing Framework

The Transportation Security Administration (TSA) has established a Third Party Testing Framework to allow vendors to obtain testing for their security screening technology. The framework outlines the procedures for conducting third-party testing and provides guidelines for vendors to follow. The TSA will review and accept third-party test data, which can be used to support system evaluation and reduce the scope of testing at the TSA Systems Integration Facility. The framework is documented in the TSA Qualification Policy and Test and Evaluation Guidebook. • The framework allows vendors to select requirements for third-party test substantiation that are evaluated in the operational environment. • The TSA will review and score third-party test data and may accept it as a supplemental data source to the required independent TSA operational test. • The framework prioritizes early testing, prior to any testing at the TSA Systems Integration Facility, to potentially reduce future TSA testing. • The TSA will assess a third-party test organization's entity/ownership citizenship status and organizational conflict of interest upon initial submission during the QVP step of the framework.
