Water and Wastewater Utility Cost-of-Service Study

The City of Roseville is soliciting proposals for a Water and Wastewater Utility Cost-of-Service Study. The study should provide a comprehensive analysis of the City's water and wastewater rates, including a cost-of-service based study, a rate forecast, and a flexible Microsoft Excel spreadsheet model. The selected consultant will be required to execute a City-prepared contract and provide services for a period of six months. The City reserves the right to reject any or all proposals and to waive minor irregularities in proposals. • The study should consider factors such as compliance with Proposition 218, current and projected cost of service, assumptions underlying cost distribution, impact of regulatory requirements, changes in projected service demand, projected operational costs, and planned long-term rehabilitation costs and capital replacement. • The consultant should provide a comprehensive, cost-of-service based study of water and wastewater utility rates and recommended rates for at least the next two fiscal years. • The consultant should provide a rate forecast up to 10 years based on expected cost increases over time. • The consultant should provide a flexible Microsoft Excel spreadsheet model reflecting proposed rate adjustments. • The consultant should provide training of City staff in running "scenarios" that will allow staff to fully understand how the model operates and can assess the results of various future recommendations. • The consultant should provide a rate study narrative, documenting the report methodology, assumptions, and data behind the rate recommendations.
