The 49th Contracting Squadron at Holloman Air Force Base is issuing a Notice of Intent to Sole Source a renewal, maintenance, and support services contract for the proprietary CAIRS (Configuration Accounting Information Retrieval System) software used to manage the base’s 911 emergency communications network. The sole‑source vendor, Unique Communications Solutions, holds exclusive rights to the software code, updates, and patches. While the solicitation is not a competitive RFP, the Air Force will accept capability statements from other vendors to assess whether a competitive award is feasible. Respondents must submit a concise (≤5‑page) capability statement demonstrating authorized reseller status, technical ability to support the existing CAIRS architecture, and relevant past performance.
