Description
Douglas County is seeking a qualified engineering consulting firm to provide professional services related to landfill development, operations support, closure plan development, feasibility studies, and permit compliance for the Roseburg and Reedsport Landfills. The selected firm will act as the County's primary consultant on matters involving landfill design, system modifications, and landfill operations support. The contract term is for one year, with optional extensions up to three years. The County reserves the right to reject any or all proposals and to waive technicalities. Key services include:
• Acting as the County's primary consultant on landfill design and operations support
• Assisting with regulatory compliance
• Meeting regularly with County staff to report task progress and discuss upcoming needs
• Providing technical support at meetings with the Solid Waste Director and Board of County Commissioners
• Updating various plans, such as site development and stormwater pollution control
• Reviewing and commenting on County-prepared reports and correspondence
• Periodically updating alternatives disposal analyses and life cycle cost projections
• Helping County staff identify solutions to waste and site management concerns
• Providing advice, design services, construction management support, and permitting assistance as requested
