Actuarial Valuation for GASB OPEB and Additional Services

The Otay Water District is seeking a qualified actuarial consulting firm to perform a GASB 75‑compliant OPEB actuarial valuation for its retiree health and dental benefits as of June 30 2026, develop the related GASB 75 accounting schedules and disclosures, calculate the actuarially determined contribution (ADC) for funding, and conduct a separately‑priced supplemental analysis of the 2024 OPEB plan change. The contract may be extended to cover a second full valuation for June 30 2028 and associated reporting, with required presentations to the Finance Committee and Board. Deliverables include the valuation report, two accounting expense reports, CERBT coordination, a supplemental study report, and ad‑hoc valuation support as needed.
