The State of Minnesota is seeking proposals from vehicle manufacturers or authorized distributors to provide current model year automobiles to the State and Cooperative Purchasing Venture (CPV) members on an as-needed basis. The contract term is anticipated to be from July 1, 2026, to June 30, 2027, with the option to extend up to an additional 48 months. Responders must submit pricing for model years with officially released manufacturer pricing and government concessions. The State will evaluate responses based on price, with a total of 1000 points available for the price schedule. Additional points may be awarded for preference points, such as targeted group, economically disadvantaged, or veteran-owned business certifications.
• The contract requires responders to provide vehicles that meet the specifications detailed in Exhibit C: Specifications, Duties, and Scope of Work.
• Responders must submit a sample quote and invoice, as well as a Responder Price Offer (RPO) for each make and model.
• The State reserves the right to negotiate with the highest scoring responder and to reject any and all responses.
• The contract will be awarded based on best value, with the State considering factors such as price, quality, and performance characteristics.
