Sewer Rate Study

The Southwest Plaza Metropolitan District is seeking a consultant to conduct a comprehensive sanitary sewer and connection fee rate study. The study aims to assess the District's assets, revenues, expenses, billing structures, capital plan, and potential development, and provide recommendations for setting appropriate sewer rates and connection fees. The selected consultant will be required to conduct analyses, meet with District staff and the Board of Directors, and provide a preliminary and final report. The scope of work includes discussing existing information, developing a general familiarity with the District's billing system, conducting analyses, and providing recommendations for rate structures and connection fees. • The District does not own or operate a wastewater treatment facility. • The District currently does not own or operate any pumps or pressurized lines. • The District is currently working on a Capital Improvement Plan to address future improvements. • The District has adopted a policy that growth-related development pay for itself as it relates to connections and tap fees. • The District does not have a current fee structure and will use this study and its recommendations to create a detailed fee structure.
