Description
The City of Duluth is seeking a qualified contractor to design, supply, and construct a new playground and related site improvements at Norton Park, including accessibility upgrades, grading, drainage, concrete work, landscaping, utility coordination, and installation of park furnishings. The project is funded by federal, state, and city sources and includes prevailing‑wage and Buy‑America requirements.
• Scope covers demolition, grading, erosion control, aggregate base, concrete flatwork, engineered wood‑fiber surfacing, playground equipment installation, shelters, benches, tables, bike racks, trash receptacles, grills, tree replanting, topsoil, and site restoration.
• Contractor must provide a 5 % bid bond, performance and payment bonds, insurance, and comply with Minnesota “Responsible Contractor” statutes, prevailing‑wage rules, and EEO certifications.
• Anticipated start May 1 2027, substantial completion July 31 2027, final completion September 1 2027; bid opening Oct 20 2026, pre‑bid meeting Sep 17 2026 (encouraged).
