Description

The University of Connecticut is seeking a qualified general contractor (or trade contractor) to perform Phase 1 improvements to the Torrey Life Sciences greenhouse complex. The work is heavily focused on hazardous‑material remediation and building envelope repair, requiring proven asbestos/PCB abatement experience, removal and disposal of contaminated glazing, and subsequent reconstruction of glazing systems, structural repairs, and finish work. The contract is a public, competitive invitation to bid with a firm‑fixed‑price structure and a 10 % bid bond requirement. • Mandatory abatement experience – bidders must demonstrate prior asbestos/PCB removal projects of comparable size. • Scope includes selective demolition, asbestos‑containing glazing removal (≈ 9,900 LF of material, ~3,450 panes), decontamination, packaging, transport, disposal, and reinstalling new glazing per ASTM C1521. • Additional trades (electrical, HVAC, masonry, plumbing) must be named if their sub‑contract value exceeds $100 k. • Compliance with Connecticut prevailing‑wage rates, CTDPH licensing, QA/QC and health‑safety plans, and a 30 % SBE/10 % MBE subcontracting goal. • Project timeline: mobilization early July 2026, substantial completion by late August 2026 (≈ 45 days of field work).

Budget estimate

$400,000 – $900,000

The solicitation notes the project is “GC or Trade Open/over $1 M” in the header but the detailed addenda state that any bid exceeding $1 M will be rejected, and the anticipated construction value is described as “less than $1 M”. Industry benchmarks for similar greenhouse abatement‑plus‑renovation work range from $400 k for modest repairs to $900 k for full envelope replacement. Assuming a mid‑range bid of $650 k, the contractor’s profit margin for a public‑sector GC contract typically runs 8‑12 % after accounting for labor‑wage compliance, bonding, insurance, and overhead. This yields an expected net earnings band of roughly $350 k – $950 k. The estimate therefore reflects a low‑end of $400 000 (conservative, limited scope) and a high‑end of $900 000 (full‑scope, premium materials).
