Fiscal Year (FY) 2021 Community Assistance Program - State Support Services Element (CAP-SSSE) - Region 2

The Community Assistance Program - State Support Services Element (CAP-SSSE) program provides funding to states to provide technical assistance to communities in the National Flood Insurance Program (NFIP) and to evaluate community performance in implementing NFIP floodplain management activities. The program aims to ensure that the flood loss reduction goals of the NFIP are met, build state and community floodplain management expertise and capability, and leverage state knowledge and expertise in working with their communities. The program has several goals, including growing local capacity and capability to improve resiliency through floodplain management, building state floodplain management capability and promoting strong state interagency coordination and collaboration, and promoting the benefits and driving demand for strong floodplain management development standards and insurance. • CAP-SSSE Transformation: The program has implemented a series of transformative program changes to better incentivize and invest in state capability growth. • Substantial Damage Compliance: States will be expected to ensure community compliance with substantial damage provisions of floodplain management regulations. • State Development Compliance: States will continue to support efforts to improve compliance with the NFIP regulations for new and existing state-owned property in the Special Flood Hazard Area (SFHA).
