Operations, Maintenance, and Repair of the International Outfall Interceptor (IOI) Nogales, Arizona

The USIBWC is seeking a contractor to provide operations, maintenance, and repair services for the International Outfall Interceptor (IOI) pipeline, which conveys raw sewage to the Nogales International Wastewater Treatment Plant. The contractor will be responsible for performing annual inspections, smoke testing, manhole cleaning, emergency response, and repairs, as well as implementing a Computerized Maintenance Management System (CMMS) and providing an onsite Wastewater Collection System Operator. The contract is expected to be for a five-year period, with a base year and four option years. The contractor must demonstrate experience in performing similar services and meet various regulatory requirements, including those related to safety, environmental protection, and cybersecurity. Key responsibilities include: • Annual CCTV/Sonar inspection of the entire pipeline and its manholes • Smoke testing twice per year • Routine and as-needed cleaning of manholes • Emergency response and repair services • Implementation of a CMMS • Provision of an onsite Wastewater Collection System Operator • Compliance with various regulatory requirements, including those related to safety, environmental protection, and cybersecurity.
