National Commission Quality Assurance (NCQA) to provide access to the Quality Compass Healthcare Effectiveness Data and Information Set (HEDIS) benchmarks.

The Defense Health Agency (DHA) intends to award a sole source contract to the National Commission Quality Assurance (NCQA) to provide access to the NCQA Quality Compass Healthcare Effectiveness Data and Information Set (HEDIS) benchmarks. The NCQA is a private, not-for-profit organization that is the only source of national HEDIS benchmark data. The DHA uses the NCQA methodologies for health plan performance measures and relies on these civilian sector benchmark data to compare the performance of the Military Treatment Facilities and purchased care providers. • The contract is for the provision of access to the HEDIS benchmarks, which are used to evaluate health plan performance. • The NCQA is the only organization that can provide the national HEDIS benchmark data. • The DHA relies on the NCQA methodologies for health plan performance measures. • The cost to reprogram the methodology of the current measures would result in significant cost to the Government.
