Description
The State of Oregon, through the Oregon Health Authority, seeks a single NCQA‑certified vendor to produce, certify, and report approximately 30 HEDIS® measures and 14 custom non‑HEDIS measures for the Oregon Health Plan. The work includes data ingestion, measure calculation, quarterly and annual reporting to OHA, CCOs, and CMS, as well as ongoing cloud‑hosted solution support, SLA adherence, and security/compliance obligations (HIPAA, NIST, digital‑accessibility). The contract is a fixed‑price, five‑year base term with options to extend to a total of ten years.
• Provide a cloud‑hosted analytics platform that ingests OHA claims and enrollment data, calculates certified HEDIS and non‑HEDIS metrics, and delivers required reports.
• Maintain NCQA certification, HIPAA‑level data security, and WCAG 2.2 Level A/AA accessibility throughout the contract.
• Deliver implementation services (setup, training, testing) and ongoing support (help‑desk, SLA‑based response, quarterly data refreshes).
• Meet performance targets including 99.9 % system availability, 97 % quality match for non‑HEDIS measures, and defined incident‑response times.
