DRAFT RFP for Enduring-High Energy Laser Production Effort

The United States Portfolio Acquisition Executive (PAE) Fires is seeking responses from interested parties for the production and rapid fielding of up to 24 Enduring-High Energy Laser (E-HEL) systems. The principal purpose of this requirement is to produce and rapidly field E-HEL systems for the United States PAE Fires. The solicitation includes various line items, such as engineering services, E-HEL production, spares, and risk reduction special studies. The offeror's technical approach, production capabilities, and cost/price proposal will be evaluated. • The technical approach will be evaluated based on factors such as system design, performance, and reliability. • The production capabilities will be evaluated based on factors such as manufacturing and production facility capabilities, production processes, and configuration management. • The cost/price proposal will be evaluated based on factors such as cost realism, fairness, and reasonableness.
