Description

The City of Anaheim is seeking qualified contractors to design, furnish, and install a ballistic steel‑plated protective system on the interior side of the Emergency Operations Center (EOC) windows. The work is limited to the large, line‑of‑sight windows; upper small windows are excluded. The contractor must provide cold‑formed steel framing, install 800 sq ft of ballistic steel plates, and optionally add a drywall enclosure and paint finish. All work must be completed within 30 working days after the Notice to Proceed, comply with prevailing‑wage and Community Workforce Agreement requirements, and maintain site safety and cleanliness. Bids are submitted electronically via OpenGov, with a bid bond submitted in person. The contract will be awarded to the lowest responsive bidder. • Scope: design, supply, and install interior ballistic steel panels (≈800 sq ft) plus framing. • Optional alternates: drywall enclosure around plates and painting. • Schedule: Pre‑bid meeting Oct 1, questions due Oct 6, bid due Oct 15, award Nov 16, work to start shortly after award and finish in 30 working days. • Mandatory licenses: California CSLB Class A or B. • Compliance: prevailing‑wage, Community Workforce Agreement, federal FEMA funding requirements. • Submission: electronic via OpenGov; bid bond in person at City Hall.

Budget estimate

$150,000 – $300,000

The solicitation does not state a contract value. Based on the described quantities (≈800 sq ft of ballistic steel plates, framing, mobilization, removal of furniture, and finish work) and typical market rates for high‑security steel installations (≈$150‑$250 per sq ft including labor and materials), the total contract is likely in the $150,000‑$300,000 range. Additional allowances (e.g., $100,000 for extras) suggest the upper bound could approach $350,000 if many change orders occur.
