Homeland Security Cutter – Medium Icebreakers Request for Information (RFI)

The United States Coast Guard (USCG) is seeking information on available icebreaker designs from the U.S. and allied nation maritime industrial bases. The USCG is looking for designs that satisfy or closely satisfy the preliminary capability parameters, including a length of 140 feet or less, a draft of 14 feet or less, and the ability to break freshwater ice with a thickness of at least 22 inches. The USCG also wants to gain insight into the current capability, capacity, and availability of domestic shipyards to support the construction and launch of an existing icebreaking-capable vessel design within 24 months of a potential contract award. • The USCG is seeking information on icebreaker designs that can satisfy the preliminary capability parameters. • The USCG wants to understand the level of maturity of each design and the availability of domestic shipyards to support construction and launch. • The USCG is considering alternative acquisition approaches and requirements tailoring, such as designing and building to commercial standards. • The USCG is looking for a rough order of magnitude cost estimate for design and production of up to eleven vessels.
