Description

North East Independent School District (NEISD) is seeking informal quotes for the upgrade of their content filter and student safety monitoring platform. The selected provider's solution must proactively block, monitor, and report on harmful material, including content related to self-harm, substance abuse, exploitation, and bullying. The solution must also provide a granular, resilient filtering architecture and utilize adaptive systems to stay ahead of evasive tactics. Additionally, the solution must include real-time analysis of all text within the Google Workspace for Education ecosystem and Windows environments, as well as human-in-the-loop moderation and urgent escalation for high-risk events. Key features and requirements of the platform include: • Security Protocol: Must "Fail Closed" and block uncategorized or "unsure" URLs by default • Administrative Interface: A centralized, "single pane of glass" dashboard for system health and real-time activity monitoring • Granular Control: Policy enforcement by group with the ability to filter down to the sub-domain and URL path level • Administrative Overrides: Capability for manual re-categorization of websites or sub-domains • Persistence: Filtering must remain active on all District-owned devices regardless of network location • Evasion Prevention: Robust blocking of proxies, VPNs, and anonymizers • Contextual Analysis: Real-time, AI-driven text and image analysis to blur or remove harmful content dynamically • End-point Agnostic: Solution must work on multiple OS platforms including Windows, Apple, and Chrome devices • Workspace Integration: Real-time analysis of all text within the Google Workspace for Education ecosystem and Windows environments • Human-in-the-Loop Moderation: 24/7 trained human moderators must review flagged content and alerts to eliminate false positives and escalate critical threats • Urgent Escalation: For high-risk events, the provider must be able to communicate alerts to designated staff within minutes via telephone • Audit Trail: Detailed documentation and reporting for every flagged intervention to support campus-level follow-up • Utilization Tracking: Detailed metrics on screen time and application/website engagement for students and staff • Parental Empowerment: An automated portal or reporting tool for parents to review their child’s activity without District intervention • Reliability (SLA): 99.999% uptime for filtering and system availability, verified by quarterly performance audits • Data Integrity and Accuracy: Data must be auditable and reliable for reporting, troubleshooting, and content blocking verification • Support: Immediate phone support during school hours; scheduled support for after-hours maintenance as needed

Budget estimate

$500,000 – $2,000,000

The budget for this opportunity is likely to be in the range of $500,000 to $2 million, considering the scope of the project, which includes the upgrade of the content filter and student safety monitoring platform for a large school district with over 50,000 students. The cost will depend on the complexity of the solution, the level of customization required, and the pricing model of the selected provider.
