RFP 26-020 City Website Redesign

The City of North Richland Hills is seeking a website design and hosting firm to partner with them in redesigning their website. The project includes reviewing the current website, understanding user preferences, and working with internal teams to understand their goals. The selected firm will be responsible for creating a new site architecture, design, navigation, and organization, as well as implementing the creation of the new site, building new navigation, and populating pages with content. The firm will also provide training for City staff on the use of the Content Management System and create a site maintenance plan. The City is looking for a firm with experience in designing and hosting websites for municipal governments. Some key features required for the new website include: • Support for migration of website content and assets to another hosting provider or content management system • Redundancy and high availability to minimize service disruptions • Scalable performance to accommodate changes in website traffic and usage • Monitoring tools to track website availability and performance • Performance optimization methods such as caching or content delivery technologies • Protections against common web-based threats • Encryption of data transmitted between users and the website • Regular backups of website data and support for restoration of website content and services in the event of a system failure or outage • Single Sign-On (SSO) using industry-standard authentication protocols • Role-based access control to assign permissions based on department or job function • Modern authentication security practices such as multi-factor authentication • Website monitoring and reporting tools for quality assurance, broken links, ADA compliance, response times, and downtime • Ability for users to sign up for notifications via email and/or text message for webpage updates and new content • Online payment capability for donations and simple transactions • Redesign of the Economic Development website as a subsite with its own navigation, branding, and functionality. The City requires a comprehensive proposal that includes the firm's background and experience, portfolio of design work, project approach and timeline, security and support, and cost proposal. The City will evaluate proposals based on the offeror's background and experience, portfolio of design work, project approach and timeline, security and support, and cost proposal.
