Affordable Housing Development and Owner-Occupied Rehabilitation

The County of Shasta is seeking qualified affordable housing developers to propose the use of Permanent Local Housing Allocation (PLHA) funds for the predevelopment, development, acquisition, rehabilitation, and preservation of affordable rental and ownership housing. The proposed projects should predominately serve residents earning between 80 percent to 120 percent of Area Median Income (AMI). The County has $1,279,689 in PLHA funds available for project activity. Key aspects of the project include: • Predevelopment, development, acquisition, rehabilitation, and preservation of affordable housing • Serving residents earning between 80 percent to 120 percent of AMI • Projects must be within the County of Shasta outside of the City of Redding limits • The City of Shasta Lake will approve Owner-Occupied Rehabilitation projects only • Responders must have site control for their proposed use of PLHA funds • The County will enter into a Contract with the selected Responder, which will include a low-interest, deferred loan and a Regulatory Agreement to restrict occupancy and rents for an affordability period of at least 55 years
