This IDIQ contract provides comprehensive operation and maintenance (O&M) services for the Yuma Desalting Plant (YDP) and its Water Quality Improvement Center (WQIC) in Yuma, Arizona. The Government will issue multiple task orders over a five‑year ordering period (Feb 1 2027 – Jan 31 2032) with an optional six‑month extension. Work includes 24 × 7 × 365 plant operation, day‑shift maintenance, engineering support, SCADA/DCS control‑strategy assistance, and optional armed‑guard services. Contractors must staff qualified, Arizona‑licensed personnel across a range of labor categories (non‑exempt SCA‑covered and exempt roles), meet stringent SCA wage requirements, and submit fully‑burdened hourly rates using the updated pricing attachments. The solicitation is 100 % 8(a) set‑aside, requiring an 8(a) small‑business status.
