The National Oceanic and Atmospheric Administration (NOAA) is seeking feedback on a draft Statement of Work (SOW) for a Wildfire Imagery Pilot Study. The pilot study aims to assess the quality and impact of commercial multispectral imagery for wildfire detection, monitoring, and mapping. The contractor will be required to supply multispectral observation data, including visible, near infrared, short-wave infrared, mid-wave infrared, and long-wave infrared channels. The data will be used to evaluate commercial multispectral imagery for wildfire detection, characterization, monitoring, and mapping. The pilot study will consist of three phases: preparation, data delivery, and evaluation.
• The contractor shall supply Level 1 data products consistent with or improving upon the spatial and radiometric data characteristics of NOAA’s Visible Infrared Imaging Radiometer Suite (VIIRS) sensor.
• The contractor shall ensure continuous and contiguous data coverage over geographic regions and periods of interest.
• The contractor shall deliver all collected data without interruptions, providing a complete record of observations in near real-time.
• The contractor shall maintain at least 80% operational availability.
• The contractor shall provide all necessary technical documentation to support data understanding, usage, and validation.
