Building Fee Study Consultant

The Palm Beach County Board of County Commissioners is seeking a consultant to conduct a comprehensive fee study and pay analysis for the Building Division within the Planning, Zoning, and Building Department. The study will evaluate all existing department fees using cost-of-service methodologies and compare them with peer counties and competitors. The objectives of this engagement include assessing whether current fees reasonably recover the cost of providing services, analyzing employee pay and staffing costs, ensuring compliance with Florida Statutes and Palm Beach County Code, and promoting transparency, equity, and consistency within department services. The selected consultant will provide services for a 12-month period with a possible 12-month renewal option. • The consultant will evaluate all existing department fees and other miscellaneous fees. • The consultant will compare Palm Beach County fees with peer Florida counties and comparable jurisdictions. • The consultant will assess whether current fees reasonably recover the cost of providing services. • The consultant will analyze employee pay and staffing costs. • The consultant will ensure compliance with Florida Statutes and Palm Beach County Code.
