Description

The Sacramento City Unified School District (SCUSD) is seeking a Lease‑Leaseback Entity to provide pre‑construction services, design‑build, and post‑construction lease‑back for the complete modernization and new construction of Earl Warren Elementary School. The scope includes demolition of existing structures and 11 portable classrooms, site grading, new hard‑courts, parking, utilities upgrades, three new playground structures, a new administration wing, a TK/Kinder wing, renovation of four classroom wings, accessibility upgrades, and related landscaping. The Entity will finance, construct, and then lease the completed facility back to SCUSD, receiving lease payments over a 31‑month term (≈ 8 months pre‑construction, 11 months construction, 12 months post‑construction lease). The total Base Rent (TBR) is estimated at $35 M, and the Entity’s fee is capped at 5.5 % of direct costs. Local‑business (20 %) and DVBE (3 %) participation goals apply, and the project is subject to California prevailing‑wage, PLA, and extensive environmental/lead/asbestos requirements. • Mandatory pre‑proposal conference on‑site 02/05/2026. • Pre‑qualification, question submission, and bid deadline all in February 2026. • Required performance and payment bonds equal to 100 % of TBR, extensive insurance, and open‑book cost reporting. • Project schedule targets construction start January 2027 and final acceptance December 2027.

Budget estimate

$1,500,000 – $2,500,000

The lease‑back model sets the Total Base Rent (TBR) at $35 M, with the Entity’s fee capped at 5.5 % of direct construction costs (excluding bonds, insurance, contingencies). Assuming direct construction costs represent roughly 80 % of TBR (~$28 M), the maximum fee would be about $1.54 M. Adding a modest profit margin on pre‑construction services and potential financing fees could raise total earnings to roughly $1.5 M – $2.5 M over the 19‑month work period. Factors influencing the range include the final TBR amount, actual direct costs, the extent of local‑business/DVBE compliance costs, and any financing fees for the post‑construction lease period.
