Description

This public‑notice solicitation seeks a qualified contractor to design and construct a comprehensive pedestrian safety improvement corridor along a 2.47‑mile segment of MD 2 (Governor Ritchie Highway) in Anne Arundel County, Maryland. The work includes new shared‑use paths, conversion of existing shoulders to paved paths, ADA‑compliant sidewalks and curb ramps, signal upgrades, storm‑water infrastructure, and related site work. The contract will be awarded to the lowest responsive bidder meeting all technical and regulatory requirements. • Construct a new 10‑ft wide separated shared‑use path (~1.1 mi). • Re‑pave ~2.1 mi of existing shoulders into street‑level shared‑use paths. • Realign Amberly Road/Eastway access to northbound MD 2. • Reconstruct and upgrade traffic signals to APS/CPS standards. • Upgrade sidewalks, curb ramps, and bus stops for ADA compliance. • Relocate MTA bus stops and improve commercial/residential driveways. • Install concrete moment slabs over box‑culvert crossings (MASH compliance). • Perform excavation, grading, fine milling, and pavement resurfacing. • Provide signing, pavement markings, storm‑drain structures, new storm‑water facilities, erosion control, and landscaping. • Maintain traffic throughout construction.

Budget estimate

$8,000,000 – $15,000,000

The solicitation does not disclose a total contract value, but based on the extensive scope—new 1.1 mi of shared‑use path, 2.1 mi of shoulder conversion, signal upgrades, ADA retrofits, storm‑water works, and associated civil works—similar MD 2 corridor projects have historically ranged from $8 million to $15 million. The estimate accounts for material costs (asphalt, concrete, steel), labor, design/engineering fees, utility relocations, and contingency for unforeseen site conditions.
