Description

The City of Tulsa is seeking a qualified contractor to load, transport, and land‑apply liquid biosolids from the Southside Wastewater Treatment Plant lagoon. The work includes partial clean‑out of the lagoon (leaving ~1 ft of material), optional full clean‑out, and application of the biosolids to approved fields using low‑ground‑pressure, track‑type equipment. The contractor must provide daily haul logs, comply with all federal, state, and local environmental regulations, and supply required insurance coverage. The contract is a one‑year term with options to extend up to four additional one‑year periods and 90‑day extensions. • Scope: Load, haul, and land‑apply ~4.4 million gallons of liquid biosolids; provide equipment and personnel meeting strict pressure and spill‑prevention standards. • Requirements: Minimum five similar biosolids‑removal projects, proper licensing, low‑ground‑pressure track equipment (≤ 5 psi), daily reporting, and insurance (≥ $1 M each). • Timeline: IFB issued 04/09/2026, questions due 04/20/2026, bid due 04/29/2026 (sealed bids only), bid opening 04/30/2026. Contract starts ~30‑60 days after award and runs for one year, with possible extensions.

Budget estimate

$150,000 – $250,000

Historical spending on similar biosolids removal projects by the City of Tulsa ranged from roughly $130,000 to $220,000 per year. Assuming the contractor will price competitively within the published total‑cost ceilings ($307k‑$671k) and that actual volumes may be at the lower end of the estimated 4.4 million gallons, a realistic net revenue for the contractor would likely fall between $150,000 and $250,000 for the one‑year term. This estimate considers equipment depreciation, labor, fuel, insurance costs, and potential CPI adjustments.
