Embodied Carbon Benchmarking & Targets for Large New Buildings

The City of Vancouver, in partnership with the University of British Columbia, is seeking consulting services to develop embodied‑carbon benchmarking, target‑setting, and reduction pathways for large new municipal building projects. The work is divided into two optional components – a data‑ready analysis and benchmark/target calculation module (Component 1) and a set of market‑viable carbon‑reduction measures, cost‑schedule impacts, and implementation pathways (Component 2). Proponents may bid on either component alone, both together, or provide pricing for each option. The contract term is two years, with a preferred completion date of 31 May 2027 and a hard deadline of 31 August 2027. Deliverables include a quality‑controlled whole‑building LCA dataset, an Excel‑based benchmark/target module, reduction‑measure bundles, cost estimates, stakeholder‑engagement workshops, and final reports for both the City and UBC. • Component 1: Build a regional wbLCA dataset, identify key parameters, and deliver an Excel‑based benchmark/target calculation module for Embodied Carbon Design Reports. • Component 2: Identify and quantify embodied‑carbon reduction measures, develop cost‑effective bundles, set city‑wide and UBC‑specific benchmarks and targets, and propose prescriptive pathways with verification mechanisms. • Optional add‑on work (e.g., verification of wbLCA assessments, incentive analysis) may be considered after award but is not scored in the initial evaluation.
