The Palm Beach County Board of County Commissioners (BCC) is seeking proposals for the Opioid Settlement Funds (OSF) Recovery Supports Service Category. The goal is to establish a person-centered, recovery-oriented ecosystem of care that provides peer-led recovery support services, recovery coaching, and other services to individuals with substance use disorders and co-occurring mental health disorders. The proposed services should be designed to enhance access to care, reduce barriers to treatment and recovery, and improve community integration and long-term recovery outcomes. The BCC is looking for qualified applicants with demonstrated experience in the development, implementation, management, and support of peer-led Recovery Community Organizations (RCOs) and Recovery Community Centers (RCCs).
Some key points to consider are:
• The contract term is from October 1, 2026, to June 30, 2028.
• The total funding available for the contract term is $1,300,000.
• Proposals must demonstrate alignment with Palm Beach County's Resilience and Recovery Ecosystem of Behavioral Health and Substance Use Disorder Care.
• Proposals must demonstrate alignment with the 2024 Plan, which emphasizes the importance of addressing social determinants of health and providing person-centered, recovery-oriented services.
• Applicants must agree to utilize evidence-based or evidence-informed practices with fidelity and measure individual and/or community resilience through regular administration of the Resiliency/Recovery Capital Index Survey.
