Description

The City of Carlsbad seeks a qualified organization to operate a Homelessness Prevention & Diversion Center that provides comprehensive case‑management, resource linkage, and support services to single adults and families at risk of, or newly experiencing, homelessness. The contractor will run a physical or hybrid hub delivering at least 40 hours per week, five days a week, with evening availability, and must include bilingual staff, peer specialists, and a robust outcomes‑measurement system. The contract is a one‑year professional‑services agreement (with up to four optional extensions) funded at a firm cap of $205,000. • Provide prevention services that keep households in their current housing through rental assistance, financial counseling, and referrals. • Deliver diversion services that move newly homeless households into stable, permanent housing and support them to remain housed. • Maintain a staffed center (or virtual‑hybrid model) with bilingual (English/Spanish) personnel, peer staff, and documented training/fidelity monitoring; produce monthly performance metrics and a grievance process.

Budget estimate

$150,000 – $205,000

The solicitation caps the contract at $205,000 for the first year, so the expected earnings will be at most that amount. Considering typical overhead, staffing costs, and the need to demonstrate value, a realistic range is roughly $150,000–$205,000, depending on the provider’s cost structure and any leveraged in‑kind contributions.
