RFQ Professional Engineering Services FP CSO Tunnel System Improvements

The Narragansett Bay Commission (NBC) is seeking qualified engineering firms or consortia to provide professional engineering services for the planning‑phase of Field’s Point Combined‑Sewer‑Overflow (CSO) Tunnel System improvements in Providence, RI. The contract will cover condition assessments, feasibility studies, and a Design‑Concept Report for eight gate & screening structures, shafts, main spine tunnel, deaeration chambers, pump‑suction header, and associated mechanical/electrical systems. The scope is limited to the planning‑and‑study phase, with the possibility of extending to detailed design, bidding, and construction administration if NBC is satisfied. Funding will be sourced from EPA WIFIA, the State Revolving Fund, and the Rhode Island Department of Environmental Management. Vendors must meet a 15 % overall MBE/WBE participation goal and satisfy extensive certification, insurance, and de‑barment requirements.
