C-17 Air Mobility Command Airlift Recapitalization Strategy

The Air Mobility Command is developing a strategy for airlift recapitalization, which involves replacing the C-5M and C-17A fleets with the Next Generation Airlift (NGAL) platform. The NGAL program is expected to reach Initial Operational Capability (IOC) in FY41. The existing C-5M and C-17A fleets must be maintained until a fully capable replacement is fielded, which may require extending their service life and associated Military Type Certificate (MTC). • The NGAL platform will replace the C-5M and C-17A fleets at a one-for-one swap. • The C-5M fleet is expected to be retired first, followed by the C-17A fleet. • The Air Mobility Command is seeking to mitigate risks associated with acquisition delays, funding uncertainties, or technological challenges. • The NGAL program is expected to have an accelerated Analysis of Alternatives (AoA) in FY27.
