The City of Cincinnati is seeking a consulting firm to develop a Phase 1 conceptual master plan for an integrated wayfinding system across its downtown and uptown districts. The work includes a GIS‑based audit of existing signage, community and institutional stakeholder engagement, development of cohesive design concepts and strategies for both static and digital wayfinding, and a comprehensive executive‑summary report with recommendations, cost analysis, and implementation planning. The contractor must comply with ADA, MUTCD, AASHTO, ODOT standards, and meet mandatory MBE/WBE subcontracting goals (6 % MBE, 4 % WBE). Deliverables consist of audit data files, design concept packages, signage typology frameworks, removal and maintenance plans, and a phased implementation schedule within an 8‑month contract term.
• Conduct GIS inventory of all vehicular, pedestrian, bike, transit, and parking signage in downtown (≈ 116 vehicular, 142 pedestrian signs, etc.) and uptown (≈ 59 vehicular, 5 pedestrian maps).
• Facilitate two community engagements for downtown and one for uptown, gathering input from city departments, neighborhood councils, businesses, developers, and transit authorities.
• Produce conceptual design systems, naming/message strategies, sign‑location plans, material recommendations, demolition and maintenance plans, and preliminary cost estimates for static and digital wayfinding solutions.
• Submit a full executive‑summary report compiling existing‑conditions, stakeholder input, design guidelines, implementation phasing, and cost analysis, along with the required economic‑inclusion documentation.
