Description

The City of Newport News is issuing an Invitation for Bids (IFB #27‑2027‑3103) to establish a one‑year term contract, with up to four one‑year renewal options, for the supply of pre‑approved water‑treatment polymers on an as‑needed basis. The contract will be awarded to the lowest responsive and responsible bidder based on price per pound (including delivery). Expected annual volume is approximately 25,000 lb of polymer, delivered in 50‑ or 55‑lb bags to the Harwood’s Mill Water Treatment Plant in Yorktown, VA. Bids must be submitted electronically by October 6, 2026, 2:00 pm. The City requires the contractor to maintain specific insurance coverage, provide a one‑year warranty, and submit an Affidavit of Compliance. No pre‑bid conference is scheduled. • Required polymers: Everfloc LT27, Praestol DW27, Clarifloc A3320 (no substitutions). • Delivery within 5 calendar days of order, 8:00 am‑2:30 pm, Mon‑Fri. • Price escalation limited to 5 % per adjustment, tied to PPI for chemicals. • Contract period: 1 year with optional renewals (up to 5 years total). • Payment terms: Net 30 days; invoicing to City Finance. • Insurance minimums: $1 M general liability, $1 M auto, $2 M umbrella, workers’ comp as required.

Budget estimate

$50,000 – $150,000

Based on the stated annual requirement of 25,000 lb of polymer and typical market prices for water‑treatment polymers (approximately $2–$5 per pound), the total contract value is likely to fall between $50,000 and $125,000 per year. Additional costs such as delivery are included in the per‑pound price, and the City’s price‑adjustment provisions could raise the amount modestly over the contract term, so a reasonable high‑end estimate is $150,000.
