Description

The DARPA Atomically Precise Molecules (APM) program seeks innovative, non‑incremental approaches to synthesize programmable‑precision polymeric materials for high‑performance nonlinear‑optical (NLO) devices. Proposers must develop scalable synthesis methods that provide atom‑level control over monomer sequence, orientation, and composition, deliver a library of programmable precision polymers (PPPs), and demonstrate revolutionary NLO performance metrics (e.g., electro‑optic coefficient ≥ 3 000 pm/V in Phase I, ≥ 8 000 pm/V in Phase II, optical loss ≤ 1 dB/cm, device‑level Vπ·L ≤ 0.0005 V·cm, bandwidth ≥ 10¹² Hz). The effort is structured as a 12‑month Phase I followed by an optional 24‑month Phase II, with milestone‑based fixed‑price payments and a mandatory CMMC Level 2 compliance requirement (or an optional $25 k CMMC milestone). DARPA retains Government‑Purpose Rights to all foreground data; performers keep IP ownership. No device‑fabrication costs may be included; an IV&V team will handle final device integration. • Develop novel polymer synthesis techniques delivering atomically precise, programmable polymers. • Achieve specified NLO performance metrics and integrate materials into a functional electro‑optic modulator (IV&V‑fabricated). • Provide comprehensive computational modeling, scaling plans, and monthly technical reporting, while complying with CUI handling and CMMC Level 2 security standards.

Budget estimate

$2,500,000 – $5,000,000

No explicit award ceiling is disclosed. Based on typical DARPA prototype agreements and the 36‑month effort, a Phase I budget is likely in the $0.5‑1 million range, while Phase II could be $2‑4 million, yielding a total contract value roughly between $2.5 million and $5 million. The estimate accounts for milestone‑based payments, the high‑tech nature of polymer synthesis, required computational work, and the optional $25 k CMMC milestone.
