Description

The U.S. Army is seeking industry input through an RFI and a forthcoming Industry Day (November 2026) to explore a commercially disciplined operating model for Government‑Owned, Contractor‑Operated (GOCO) ammunition plants. The goal is to shift from a purely Government‑directed, reimbursable‑operations approach to one that gives the contractor greater responsibility for utilization, modernization, maintenance, workforce development, and performance while preserving mission‑critical oversight. Respondents are asked to complete a questionnaire by 16 Oct 2026, addressing topics such as commercial operating models, risk allocation, demand and capacity management, flexible/resilient production, commercial workload integration, contract structure, and technical‑data/IP considerations. The Army will use the feedback to shape future GOCO competition strategies and contract terms. • Provide a full commercial operating model for a GOCO ammunition plant, not just isolated contract changes. • Define contractor vs. Government responsibilities, risk‑sharing mechanisms, and performance incentives (gain‑sharing, profit‑sharing, etc.). • Offer approaches for demand forecasting, capacity reservation, surge/restart capabilities, and multi‑year workload planning. • Suggest modernization pathways (automation, digital twins, modular lines) that improve agility and reduce lifecycle cost. • Discuss how non‑Government (commercial, FMS) work could be integrated while protecting mission priorities. • Recommend contract types, term structures, oversight metrics, KPI dashboards, and data‑rights frameworks. • Identify regulatory, safety, security, and qualification constraints that could affect implementation.

Budget estimate

$150,000,000 – $500,000,000

No direct award amount is disclosed because this is an RFI. However, GOCO ammunition‑plant contracts historically run in the low‑hundreds of millions of dollars annually (e.g., $150 M–$400 M per plant) with multi‑year options that can extend the total value to $500 M–$1 B over a 5‑year term. If the Army later issues a GOCO competition based on the feedback, a contractor could anticipate a potential award in that range, depending on the number of plants, scope of modernization, and performance‑based incentives.
