REQUEST FOR PROPOSALS (RFP) FOR NON-MEDICAL CASE MANAGEMENT BENEFITS SPECIALTY SERVICES

The County of Los Angeles Department of Public Health is seeking proposals from qualified vendors to provide Non-Medical Case Management Benefits Specialty Services (BSS) to Ryan White Program (RWP) eligible clients in Los Angeles County. The selected contractors will be responsible for implementing BSS to assist clients in accessing public benefits and programs supported by funding streams other than the RWP. The services will focus on addressing gaps in patient access to care and providing client-centered activities to support clients in navigating care service systems. Key requirements include adopting a trauma-informed approach, providing services in areas with high HIV/STD morbidity, and verifying client eligibility for RWP services. • The contract term is anticipated to be 46 months, from September 1, 2026, to February 28, 2030. • The total estimated funding available for all BSS under this RFP will not exceed $2 million annually. • Proposers must attend a mandatory virtual Proposers' Conference on March 10, 2026. • Proposers must submit their proposals by March 26, 2026. • The County reserves the right to determine the number of awards and funding allocations.
