The contract will be awarded on October 20, 2026, with work to commence on an on‑call basis thereafter. • Scope: demolition, grading, utility relocation, concrete pad construction, curb/retaining wall work, ADA ramps, temporary and permanent signage, and installation of shelters, benches, bike racks, trash/garbage units, etc. • Delivery: on‑call, per‑site work orders; no guaranteed quantity of stops. • Requirements: Washington contractor’s license, permits, utility locates, traffic‑control plans, safety plans, insurance, 5 % bid bond, compliance with federal, state, and local regulations. • Schedule: Release Oct 6 2026 → Pre‑bid Oct 20 2026 → Questions Nov 3 2026 → Bid due Nov 10 2026 → Award Oct 20 2026 (following year). • Evaluation: Lowest responsive bid; contractor must provide lump‑sum pricing per work order. • Location: Service area includes Kennewick, Pasco, Richland, West Richland, Benton City, Prosser, and surrounding unincorporated areas.

Budget estimate

$800,000 – $2,000,000

The solicitation does not disclose a total contract value. Based on the listed quantities (e.g., ~900 sq ft of shelter foundations, dozens of concrete pads, multiple amenity items) and typical unit costs for municipal bus‑stop construction (approximately $5,000–$12,000 per pad plus $2,000–$8,000 per amenity package), a single work order could range from $15,000 to $50,000. Assuming BFT issues 50–80 work orders over the life of the on‑call contract, the aggregate spend would likely fall between $800,000 and $2,000,000. Factors influencing the final amount include the actual number of stops, site‑specific conditions, and any change‑order adjustments.
