Description

The City of Cincinnati is seeking a third-party administrator to facilitate one-off lead service line replacements throughout the Greater Cincinnati Water Works service area. The successful offeror will be responsible for developing and implementing a process for one-off replacements, including maintaining a list of certified subcontractors, soliciting quotes, managing replacements, paying vendors, and invoicing the City monthly. The City aims to accelerate its lead service line replacement program, which has already replaced over 7,500 service lines to date. The program has a goal of replacing all lead service lines in the service area, with approximately 9,500 full lead service lines and 23,500 private-side only lead service lines remaining. Key aspects of the job include: • Developing and implementing a process for one-off lead service line replacements • Maintaining a list of certified subcontractors and soliciting quotes • Managing replacements and paying vendors • Invoicing the City monthly • Coordinating with the City's Department of Economic Inclusion to achieve subcontractor inclusion goals • Ensuring compliance with prevailing wage rates and other applicable laws and regulations

Budget estimate

$4,000,000 – $20,000,000

The estimated annual expenditure for this contract is $4,000,000. The City anticipates that the initial performance bond required will be in the amount of $4,000,000 to match the annual estimated expenditure. Based on this information, it is likely that the City will pay the selected contractor approximately $4,000,000 per year for the duration of the contract. The total budget over the course of the contract will depend on the length of the contract, which is expected to be one year with four additional 12-month optional renewal periods. Factors that may influence the likely payment range include the number of lead service lines replaced, the cost of materials and labor, and the complexity of the replacements. The City's goal of replacing all lead service lines in the service area and the requirement for the contractor to maintain a list of certified subcontractors and solicit quotes may also impact the budget. Overall, the budget for this contract is likely to be in the range of $4,000,000 to $20,000,000 over the course of the contract, depending on the length of the contract and the number of lead service lines replaced.
