Description

The Bureau of Justice Statistics (BJS) is seeking a qualified organization to provide training and technical assistance (TTA) under the National Criminal History Improvement Program (NCHIP) for FY 2026. The effort supports states, territories, and tribal jurisdictions in developing and managing criminal‑history record systems that meet FBI standards, improve data quality, and ensure privacy/confidentiality. Work includes on‑site and virtual training, guidance on technology selection, assistance with system upgrades, performance‑measure collection, and reporting to evaluate improvements in record‑keeping and information sharing. The award is a cooperative agreement with an estimated ceiling of $1.5 million and is expected to run for the FY 2026 period (approximately one year). • Provide TTA to state, territorial, and tribal jurisdictions on NCHIP, NICS Act Record Improvement Program, and Bipartisan Safer Communities Act components. • Ensure jurisdictions’ criminal‑history systems conform to FBI standards and best privacy practices. • Deliver training (in‑person, virtual, and documentation) on technology, data management, and interoperability. • Collect, analyze, and report performance metrics on record‑holding improvements and data exchange. • Coordinate with BJS and other DOJ components to align technical assistance with national objectives.

Budget estimate

$1,200,000 – $1,500,000

The BJS lists an estimated funding ceiling of $1,500,000 for the FY 2026 award. Assuming a single award (as indicated by “numberOfAwards”: 1), the contract value will likely fall between $1.2 million and $1.5 million, depending on the final scope of training hours, travel, and deliverable complexity. Factors influencing the final amount include the number of jurisdictions served, extent of on‑site visits, and any supplemental technology‑assessment components.
