Description

The New York City Department of Homeless Services (DHS) seeks qualified providers to operate drop‑in facilities for homeless single adults. These facilities must be ADA‑accessible, located in underserved neighborhoods, and able to deliver case management, housing assistance, food, showers, and other supportive services. Proposers must demonstrate site‑control for at least the five‑year base contract term, using deeds, long‑term leases, letters of intent, or equivalent documentation. The solicitation is open‑ended, allowing multiple awards over time, and includes a four‑year renewal option. DHS will conduct routine inspections and may withhold or recoup funds for deficiencies. • Provide fully ADA‑accessible drop‑in centers offering day‑time services (case management, meals, hygiene, referrals). • Demonstrate clear, documented ownership or lease rights for the proposed site covering the full five‑year term. • Meet DHS‑mandated accessibility, building‑code, and community‑notification requirements; sites in areas with few existing shelters receive higher consideration. • Comply with ongoing inspection, corrective‑action‑plan, and financial‑holdback policies outlined in Addendum #3.

Budget estimate

$500,000 – $5,000,000

The solicitation’s hidden “Estimated Procurement Value” is $75 million, indicating a large pool of funding across many contracts. Individual award sizes typically range from several hundred thousand to a few million dollars, depending on site size, location, and service capacity. A mid‑size urban drop‑in center (≈30‑50 beds, full‑day services) could be funded at roughly $1 million‑$3 million over the five‑year base term, while smaller satellite sites might be $500 k‑$1 million. Therefore a reasonable estimate for a single award is $0.5 M‑$5 M.
