Cowlitz Area SMTG

The Washington State Parks and Recreation Commission is seeking proposals to provide snowmobile trail grooming services for approximately 77 miles of trails in the Cowlitz Valley Ranger District of the Gifford Pinchot National Forest. The contractor must supply all equipment, qualified operators, and hourly‑rate pricing, maintain detailed grooming logs, and comply with a host of safety, reporting, and equipment specifications. The contract is a five‑year, non‑sub‑contractable IDIQ that may be extended to a total of ten years, with annual budgets set each July/August. • Provide full‑service trail grooming (snow clearing, compaction, safety maintenance) for ~77 mi of trails each winter season (Dec 1 – Mar 31). • Supply and operate equipment meeting detailed specs (≥10 ft finished width, ≥36 in track width, communications gear, lighting, first‑aid kit, etc.) and submit all‑inclusive hourly rates. • Deliver monthly/weekly schedules, daily grooming logs, GPS tracking data, and attend local grooming council meetings; no subcontracting without prior written approval.
