Description
The Maryland Higher Education Commission (MHEC) is conducting market research to identify capable parties interested in the Service Obligation Loan Repayment (SOLR) system procurement. The purpose of this Request for Information (RFI) is to gather information on modernizing and enhancing the SOLR system, which supports student obligation tracking, status management, notice generation, repayment tracking, and reporting and audit support. The system interacts with the Maryland Student Information System (MDSIS) to retrieve student account information necessary for program administration. The RFI seeks information on a future solicitation for a modern, secure, and scalable Scholarship Service Obligation Tracking and Compliance System that enhances the core functions of the existing SOLR application, integrates with MDSIS, improves automation, reporting, and compliance monitoring, reduces manual intervention, and minimizes implementation time, cost, and operational risk.

• Support for role-based access control, multi-factor authentication, encryption, and FERPA compliance
• Ability to integrate with MDSIS using API standards such as REST or SOAP
• Support for configurable status hierarchies and controlled state transitions
• Ability to enforce mutually exclusive status validations and provide authorized manual override functionality
Vendors are encouraged to provide recommendations on logical workstream segmentation to increase socioeconomic participation while minimizing performance risk.
