Lebanon Solid Waste Facility - Phase IIIA Excavation and Site Preparation

The City of Lebanon is seeking a qualified contractor to perform extensive earthwork and site‑preparation activities for Phase III A of its solid‑waste facility. The scope includes excavating overburden, stockpiling soil, constructing a perimeter access road, installing storm‑water management features, and providing erosion‑ and sediment‑control measures. The contract will be awarded to the lowest responsible and qualified bidder and will require performance, bid, and payment bonds, as well as comprehensive insurance coverage. Work must be completed by May 31 2027, with substantial completion required by April 30 2027. • Excavation of approximately 165,000 CY of overburden soil and 6,200 CY for the access road • Construction of a new perimeter access road (≈24,400 CY fill, 8,600 SY gravel) • Installation of temporary and permanent storm‑water diversion structures, culverts, and erosion controls • Stockpiling and later management of excavated material on‑site • Required bonding (5 % bid bond, 100 % performance bond) and insurance (general liability, workers’ comp, automobile, umbrella) • Mandatory pre‑proposal meeting on 29 Sep 2026; questions due 8 Oct 2026; proposal deadline 22 Oct 2026 • Project duration roughly 7 months from award to final acceptance
