RFQ #26-0407 - Water Resources Engineering and Environmental Consulting Services for Preparation of a Planning Feasibility Study for a Project to Repair High Mountain Lakes and Enhance Flows for Salmonids in the Scott River System
The County of Siskiyou is seeking a qualified consulting firm to produce a comprehensive feasibility‑planning study for the repair and operational enhancement of 33 high‑mountain reservoirs (“High Mountain Lakes”) to increase summer flow for salmonid habitats in the Scott River system. The study must assess site conditions, hydrologic benefits, regulatory constraints, cost estimates, and environmental compliance, and deliver a final report by the hard deadline of 30 Nov 2027. The contractor will coordinate with the California Department of Fish and Wildlife, use existing GIS and historical data, and may need to conduct field verification using data‑loggers and flow‑meters. The total fee may not exceed $125,000, inclusive of all travel, equipment, and labor costs.
• Conduct site‑by‑site structural and hydrologic assessments of 33 reservoirs.
• Model flow‑augmentation benefits for salmonid migration periods and prepare cost‑benefit analyses.
• Identify all permitting, Wilderness Act, NEPA/CEQA, and water‑rights requirements; provide a regulatory pathway.
• Deliver a full feasibility study report with engineering, environmental, cost, and schedule recommendations by 30 Nov 2027.
