Procurement Exemption for Electric Hydrofoil Foot Ferry Service

The project involves providing an electric hydrofoil foot ferry service between Seattle and Tacoma during the 2026 World Cup. The service should have a fleet and crew capable of providing a minimum of 8 round-trips between Seattle and Tacoma from 6:00 am to 10:00 pm. The fleet should be fully electric and zero emission using hydrofoil technology, with the capacity to transport at least 25 passengers per trip, including storage space for bicycles and luggage. The project aims to promote and support tourism, leverage the region's heritage of marine transportation, and determine the long-term viability of a foot ferry program between Tacoma and Seattle.
