Bid Extension: DSS REDCap (Research Electronic Data Capture) RFP

The City of New York, via the Mayor’s Fund to Advance New York City in partnership with the Department of Social Services (DSS) and Department of Homeless Services (DHS), seeks a qualified consultant to design, deploy, operate, and maintain a HIPAA‑compliant REDCap data‑capture platform hosted in the DSS Amazon Web Services (AWS) tenant, and to integrate it with existing agency systems. The consultant will provide ongoing system administration, security management, automation, documentation, and extensive knowledge‑transfer to city IT staff over a three‑year fixed‑price contract. • Build and maintain REDCap environment on AWS (EC2, RDS, S3, VPC, IAM) with high‑availability and performance. • Administer REDCap application, manage user access, perform upgrades, and support API integrations with agency systems. • Ensure HIPAA‑compliant security architecture, implement monitoring, incident response, and disaster‑recovery procedures. • Develop infrastructure‑as‑code (CloudFormation/CDK), automate deployments, backups, and provide DevOps support. • Deliver comprehensive documentation, runbooks, and hands‑on training to DSS/DHS ITS staff, and act as primary technical support (≈35 hrs/week).
