The State of New Mexico, via Region 9 Education Cooperative, seeks a qualified vendor to design, develop, and deliver statewide formative‑assessment proficiency measures for grades 3‑8 in Mathematics and Language Arts, along with a supporting toolkit and virtual professional‑development program. The contractor will collaborate with NMPED curriculum staff and teacher panels to create learning progressions, exemplar items, scoring guides, and instructional resources, ensure alignment with NM standards and performance‑level descriptors, and provide copy‑edited, publication‑ready deliverables for integration into the New Mexico Instructional Scope (NMIS).
• Develop grade‑by‑grade proficiency measures (items, rubrics, scoring scales) for Math and ELA aligned to state standards.
• Produce a “Proficiency in Formative Assessment Toolkit” that includes catalogs, coaching guides, and ready‑to‑publish materials.
• Design and deliver fully virtual professional‑development sessions (synchronous & asynchronous) for approximately 50 teacher participants, plus ongoing coaching as needed.
• Conduct iterative review cycles, quality‑assurance checks, and final integration of all materials into NMIS and OER platforms.
• Provide all deliverables in editable digital formats, print‑ready PDFs, and structured data files, while complying with NMPED branding, accessibility, and IPRA requirements.
