Request for Qualifications (RFQ): Economic Development Targeted Industries Federal Lobbying Services

The Charles County Board of County Commissioners is seeking qualifications from experienced federal lobbying firms to provide strategic representation and advocacy services that support the County’s Economic Development Department federal engagement priorities. This work will focus on advancing economic development opportunities related to the Western Charles County Technology Corridor, Naval Support Facility Indian Head, and the Naval Surface Warfare Center, Indian Head Division. The selected firm will also provide strategic support to the Charles County Military Alliance Council. Key responsibilities include: providing federal lobbying and advocacy services, representing local governments and economic development entities at the federal level, and demonstrating a strong understanding of defense, innovation, technology, and infrastructure policy. • Demonstrated experience in federal lobbying and advocacy • Proven experience representing local governments and economic development entities • Strong understanding of defense, innovation, technology, and infrastructure policy • Ability to produce measurable outcomes through advocacy and partnerships • Experience working with military installations and research facilities
