Technical Service Provider Program

The New Mexico State University (NMSU) Technical Service Provider (TSP) Program solicits a qualified vendor to deliver statewide environmental and ecological technical services supporting USDA NRCS Farm‑Bill programs, including the Conservation Reserve Program, EQIP, and CSP. The contractor will assume responsibility for program transition, staffing, technical assistance, reporting, and financial management across all New Mexico Soil and Water Conservation Districts (SWCDs). Proposals must be submitted through the NMSU online bidding portal by the deadline, include required certifications, and demonstrate capacity to meet the 1 % administrative‑cost ceiling and the evaluation criteria. • Provide continuity of service and a smooth transition from the incumbent contractor. • Hire and manage qualified staff per NRCS‑approved staffing plans for statewide deployment. • Deliver technical assistance, reporting, and financial management for USDA conservation programs, adhering to strict federal and state compliance (PII, audit, insurance, etc.). • Meet quantitative performance goals (annual targets) and maintain administrative overhead ≤ 15 % of the award. • Supply references, cost breakdown, and required forms (Conflict of Interest, Non‑Collusion, Liability Certificate, SAM.gov screenshot).
