Description
• Provide commercial‑type helicopter training platform (FAA‑approved aircraft, maintenance, and flight‑instructor staff).
• Deliver full curriculum (academic, flight‑task, simulation) to train ~1,250 pilots per year (scalable 800‑1,500).
• Manage all logistics, facility usage, insurance, and compliance with Army, FAA, and DFARS regulations.
• Submit phased technical, schedule, price, PWS, and small‑business subcontracting plan volumes per strict page‑limit rules.
• Participate in pre‑solution conference (4 Dec 2025) and Phase II presentations (22 Jan 2026).
