Four Rivers Sanitation Authority (FRSA) contracted the demolition of several decommissioned energy‑generation structures on its Rockford property. The work includes complete removal of a shed, two solar‑panel assemblies (including towers and frames), and a 10 kW wind turbine with its 90‑ft tower, followed by site restoration, seeding, fertilizing, and erosion‑control blanket removal. All demolition items are paid on a lump‑sum basis; ancillary site‑restoration tasks are considered incidental with no separate payment. The contractor must provide a 10 % bid bond, a 100 % performance bond, and extensive insurance coverage, and must comply with numerous state statutes (Prevailing Wage, Steel Products Procurement, ADA, OSHA, etc.). Utilities must be notified ≥ 72 hours before work, and FRSA must be notified ≥ 7 days prior to commencement. The project must be completed by July 31 2026, with a liquidated‑damage penalty of $300 per day for any delay.
